Billing Statements
Students scheduling prior to late registration will be sent an initial billing statement detailing tuition, fees, room, meal plan, other charges, scholarships and the payment amount due. Students scheduling thereafter will not receive a billing statement and payment is due on the 5th of the month. Initial semester billing statements will be available mid-April for the summer semester, mid-July for the fall semester, and mid-December for the spring semester to students who have pre-scheduled.
Billing statements will be available to view on the student's account. Email notifications will be sent when bills are available to view. Subsequent statements will be available between the 15th and 20th of each month with payment due on the 5th of the following month.
Account Information
A student's account with the Bursar's Office accommodates all charges and credits directly related to the student's cost of education. Charges are defined as tuition, fees, room, meal plan and/or other fees charged to all students. Owen loans and long distance telephone service are not included on a student's account and therefore must be paid separately. Credits include all moneys applied toward a student's charges.
Payment arrangements must be made with the Bursar's Office when parents and/or students are unable to make payment in full from personal funds by noon on the due date shown on the semester billing statement. Acceptable payment arrangements consist of the following:
- Payment of all fees in full by noon on the due date shown on the semester billing statement. Checks, credit cards (MC, VISA, AMEX, and Discover Card) and debit cards are acceptable forms of payment.
- Enrollment in the Âé¶¹ÊÓÆµ¹ÙÍøÈë¿Ú Plan with initial $30 payment. To enroll,
please visit the PAYMENT PLAN tab under the "My Account/View Your E-Bill" link on
myGate (Accounts with a balance of $200 or less will be due in full.)
NOTE: If recipient is accepting loans, Entrance Counseling must also be completed.
The MSUPP contract is calculated on a semester basis and must be completed each semester. The total charges (tuition, housing, meal plan, and fees) less financial aid/scholarship/third-party authorizations for a semester result in the MSUPP contract amount. At the beginning of each fall and spring semester this contract amount is divided into four payments - Fall payments are due August, September, October and November - Spring payments are due January, February, March and April. Payment plans for Summer Sessions are generally divided into three equal payments - due in May, June and July.
The contract amount is calculated each month when the first billing statement is produced. Changes in your financial aid, tuition, course fee(s), housing, meal plan or miscellaneous charges will be reflected in the monthly amount due. Notification of the change will be reflected in the billing statement and may result in an increase or decrease in the amount due for the month being billed.
You may at any time in the semester elect to pay an amount greater than the amount due on your billing statement or you may pay your account balance in full.
Refund checks for excess financial aid funds will be mailed after funds have been received. Checks will be mailed to the permanent home address unless the "Special Refund" address had been changed on myGate under Self Service Banner. Please verify that your address is updated in the myGate system in order to receive your check quickly. Murray State also offers direct deposit for financial aid refund checks. You may fill out a direct deposit form on the "Money" tab of myGate
All checks returned by the bank as unpaid for any reason will carry a penalty of $20 per returned check. Any account for tuition, fees, room and board paid by a check which is returned by the bank will be considered not paid. Students who do not clear all returned checks within ten working days from the date of the first letter notifying student of returned check, may be administratively withdrawn for nonpayment of required fees and/or be subjected to the appropriate legal action. Students who have had four or more returned checks will lose all check-writing privileges on campus.
Please note that when check payments are made online (through Murray State's payment website) they can be returned for a number of reasons. Please use caution when typing in account numbers and amounts in order to avoid unnecessary fees. Returned check fees for electronic check payments may vary based on the state from where the bank draft is sent. .
Please note that all credit card transactions will include a processing fee of:
- Domestic Transactions - 2.95%.
- International Transactions - 4.25%
DEBTS: COLLECTION-WRITE-OFF

Accounts receivable consist of balances due from students, third party receivables,
institutionally funded loans and federally funded loans.
The University may contract with outside collection agencies and/or the Kentucky Department of Revenue (DOR) for the collection of delinquent accounts.
All accounts receivables, including billing and internal and external collections, are managed by Student Financial Services (SFS), reporting under the Senior Vice President for Finance and Administrative Services.
I. Accounts Receivable
Current Student Accounts Receivable
This includes all current student accounts receivable
Students will be billed monthly via official campus email.
A late fee of $50 plus 1.5% of the full past due balance will be assessed 5 days after the payment is delinquent. This will be assessed on the past due balance each month delinquent until further collection efforts are required.
Non-Student Accounts Receivable
This includes all debt from students that are no longer enrolled or debt from third parties. An example of non-students is faculty, staff or other third parties.
Non-students will be billed monthly via the mail service.
A late fee of $50 plus 1.5% of the full past due balance will be assessed 5 days after the payment is delinquent.
Accounts will be referred to internal collections if the account remains delinquent. At that time, the accounts will be assessed an internal collection fee of 15% of the outstanding total debt. The accounts will follow internal collection procedures.
If further collection efforts are required, the account will be referred to an external collection agency.
E. A compromise of an account may be accepted at any time if it is determined to be in the best interest of the University. Compromises will be approved by the Senior Vice President for Finance and Administrative Services.
II. Write-Off of Bad Debts
The following steps will be implemented once the collection process has been performed and the account or loan is determined to be uncollectible.
At least annually, SFS will prepare bad debt lists for review.
The Senior Vice President for Finance and Administrative Services will review and approve bad debt lists of account receivable accounts.
C. The write-off of a debt is a matter of accounting procedure and does not constitute a discharge of the obligation. Records will be maintained on all bad debt accounts and loans written-off and the "financial hold" will remain in force. An account or loan will be reactivated if the individual requests a transcript, enrollment, or if recovery becomes apparent or possible.
D. A compromise of a reactivated account may be accepted if it is determined to be in the best interest of the University. (See I.E.)
III. Federally Funded Loans (Notes)
Currently included in these programs are Nursing Student Loans.
A. As a minimum, Âé¶¹ÊÓÆµ¹ÙÍøÈë¿Ú will perform all "due diligence" procedures as specified in the federal program requirements.
B. After all due diligence requirements have been met, these loans will be recommended for write-off or assignment to the federal government as appropriate. These write-off/assignment requests will be reviewed by the Senior Vice President for Finance and Administrative Services. The federal government will ultimately determine if a loan is to be written-off or assigned.
